Customer Service Representative

Position: Assistant General Manager                           Reports to: General Manager
Summary: Tahlequah Public Works Authority is operated for the general welfare, safety, and health of the City of Tahlequah and the citizens thereof through the furnishing of adequate water, wastewater, and electrical services. The Assistant General Manager is responsible for the operation and control of the TPWA including planning, designing, and coordinating major utility projects.
 
DUTIES & RESPONSIBILITIES
  • Assists with administering department of three (3) individual major utilities; Electric, Water, and Wastewater
  • Assists in departmental budgeting of approximately $38 +/- million
  • Assists in establishing and monitoring necessary financial control systems and departmental reporting procedures and systems
  • Aids in reviewing and approving departmental budget requests as well as developing and recommending final proposed budget to the Board of Directors with staff assistance
  • Assists with coordinating and submitting all required water quality reports to federal and state agencies
  • Assists with handling a variety of citizen complaints, offering solutions if applicable, or making recommendations to the Board where necessary
  • Assists in the preparation of agenda materials
  • Performs special studies and evaluations for the Board and prepares special reports as required
  • Aids in selection of mid-management department supervisors
  • Plans, designs, and coordinates major Public Works projects and programs
  • Assists with approving all purchases for Public Works departments
  • Assists in preparing specifications, advertising for bidding, evaluating bids, and making recommendations to the Board of Directors
  • Assists in developing capital improvements programs and recommendations to the Board of Directors
  • Assists in coordinating activities with other department supervisors, particularly with billing department and engineering department, as it relates to projects and responsibilities
  • Assists in analyzing wage, salary reports, and data to determine competitive compensation plan
  • Helps department supervisors with employee evaluations and makes sure that each department makes regular, detailed, functional evaluations
  • Makes recommendations to department supervisors regarding various personnel actions with his/her employees
  • Assists in coordinating support labor and equipment to other departments as necessary for special projects and programs
  • Assists in planning equipment and manpower needs for all Public Works departments
  • Consults legal counsel and other consultants to ensure that Authority policies and practices comply with federal and state law
  • Assists in the analysis, maintenance, and communication of records required by law or the Authority
  • Studies legislations, arbitration decisions, and court decisions to assess the Authority’s current standing
  • Adheres to company policies and procedures, including regular and timely attendance, appropriate dress code, and ensuring a safe work environment
  • Other duties as assigned by the General Manager or TPWA Board of Directors
 
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES
  • Bachelor’s degree from a four-year college or university in related field preferred or equivalent experience in a related field
    • Minor in accounting preferred or experience in a related field
  • Knowledge of Public Works utilities required
  • Minimum of 5 years working experience with electric, water, and wastewater
  • Oklahoma Department of Environmental Quality Class C Operator in water and wastewater preferred
  • Minimum of 2 years of Human Resources experience preferred
  • Must possess a valid State of Oklahoma driver’s license and driving record acceptable to the TPWA’s insurance carrier
  • Familiar with the Oklahoma Open Meetings Act and Oklahoma State Statutes for a public trust
  • Self-motivated to be able to work individually and cooperatively
  • Ability to establish effective working relationships with employees, supervisors, benefit providers, consultants, and city administration
  • Must be willing to adhere to all applicable rules and laws regarding safety and work in a consistently safe manner
  • Knowledge of personnel laws and practices
  • Strong interpersonal skills and mediation abilities
  • High level of integrity and honesty
  • Ability to understand and compile budgets
  • Ability to interpret, understand, and follow oral or written instructions accurately and efficiently
  • Strong leadership skills with the ability to coach and mentor others preferred
  • Knowledge of basic computer functions and equipment
  • Ability to communicate clearly and concisely, both orally and in writing
  • Adaptable to different situation and the ability to respond with flexibility in shifting positions and rapid change
  • Strong time management, organization, and planning skills
  • Willingness to comply with all applicable State and Federal Laws, as well as all Authority policies and procedures
  • Great customer service skills required
  • Must be able to work on scheduled deadlines and meet those requirements
 
PHYSICAL REQUIREMENTS
  • Moves, lifts, carries, and places materials and supplies weighing less than or equal to 50 pounds on an occasional basis without assistance
  • Occasionally reaches overhead and below the knees, including pushing, pulling, bending, stooping, crouching, and twisting with or without bearing weight
  • Occasionally required to squat, kneel, or climb
  • Continuous repetitive motion with hand(s) and arm(s), such as typing, grasping, gripping, and turning
  • Stands and/or walks occasionally throughout shift, but frequently sitting during shift
  • Continuously talking and listening to others
  • Visually locates materials and other objects, as well as verifies information, often in small print
 
WORK ENVIRONMENT
  • Primarily exposed to inside work with variations in heat, cold, dust, and humidity
  • May be exposed to solvents or chemicals
